What causes this issue?

The entire procedure note from the clearing house is as follows:
<LS>552020214 Registration after period of grace, new ref. date ER for
current employment. [Ref. date ER = $datum]</>
This is information at employee level.
The notification is sent as a response to a registration if the period
of grace of six weeks has been exceeded and the previous main employer
has not yet deregistered the employment relationship.
The ELStAM data is sent with a "Valid-from date = send date of
registration". The new ref. date ER is also the send date of the regi
stration. This new ref. date ER is used for the next deregistration.
Example:
The old employer has not deregistered the main employment relationship.
On June 20, the new employer send a registration for May 1 to the
clearing house.
Registration confirmation list with valid-from = June 20 with tax class
1-5 and PN 552020214 with ref. date ER 06/20/YYYY
No ELStAM data is provided for the period May 1 - June 19.
The old employer becomes the secondary employer as of June 20 with the
next month list.

System Response

The <LS>Fiscal Data D</> infotype (0012) is updated with the ELStAM
data.
The ref. date ER is stored in the system.

How to fix this error?

Clarify the main employer.
If you are the secondary employer between the original registration date
and the send date, enter the tax class <LB>6</> manually for the <LS>
Fiscal Data D</> infotype (0012) for this period.
The <PF>Main Employer</> checkbox is still be selected to avoid
correction notifications.
