What causes this issue?

The employee received a change list with ELStAM data with a validity
start date in a tax year that is already closed and that was no longer
opened to process the ELStAM data. Infotype Tax Data D (IT0012) was
updated in the currently open tax year and not on the key date of the
validity start date of the data in the closed tax year.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

Example:
The February monthly list provides ELStAM data with a validity start
date in the last closed tax year. The tax deduction features in IT0012
are not imported into the system until January 1 of the currently open
tax year. Data records before January 1 remain unchanged.

System Response

If IT0012 from the past year (tax year that is actually closed) is not
maintained later manually with the valid ELStAM data, this warning
message is issued.
