<ZK>All Addresses except Leaves are Valid Budget Address</> but the
multi-level part of the posting address is not in the hierarchy.

<DS:TRAN.FMHIE_DISPLAY>FMHIE_DISPLAY</> to get the hierarchy nodes in
the hierarchy ID &v3& of the FM area/fiscal year/budget structure/budget
category &v4&. Select a node that is in the hierarchy as the multi-level
part of your budget address.
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
