What causes this issue?

You have attempted to perform an entry for a meter reading reason for
which you are not allowed to set the meter reading order internally. In
this case, you may only make an entry when a meter reading order
already exists. This meter reading order can only be created within the
corresponding operation transaction. You may not create a meter reading
operation outside of such an operation.
