    The device is not allocated to an installation. Rate determination, and
    therefore determination of the allocated validations is not possible.
    In this case, you have to check *-entries in table TE219 or TE121.
    However, the only checks that can be considered are those, which are
    not based on periodic consumption, e.g. tolerance limit checks, since
    this does not exist for a device without an installation allocation.

    The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
