    This is not permitted

    The settlement view is identical for the higher-level and lower-level
    settlement units and both do NOT use the additional settlement view.
    The combination of settlement view and additional settlement view is
    identical for the higher-level and lower-level settlement units.
    The lower-level settlement unit has one of the two views of the
    higher-level settlement unit. However, the additional settlement view is
    not entered or not defined for the lower-level settlement unit.
