not entered or not defined for the lower-level settlement unit.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

Either change the historical data or the combination of the two

If you use the additional settlement view and you want to collect
historical data, we recommend that you start with the highest settlement
unit in the hierarchy and always continue to the next level down.
