What causes this issue?

An IDoc is to be created with the basic IDoc type &v2& and extension
type &v3&.
However, this combination does not yet exist as an IDoc type and should
therefore be generated automatically.
The segment type &v1& occurs in the basic IDoc type &v2& and in the
extension type &v3&. However, it is not a reference segment type.
The reference segment types of the extension type however must occur in
the basic IDoc type.
