What causes this issue?

No user could be determined for communication with SAP.
In a Solution Manager system, you must assign a contact person for the
SAP Support Portal to your user, in transaction AISUSER. In addition,
parameter SAPNETUSID must be maintained in your user master.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
