What causes this issue?

The new level &V1& starts with node &V2&. You have inserted another
node as a same-level node directly beneath node &V2&, and not as a
subnode. However, the first node of a new level can only have subnodes
directly beneath it.

How to fix this error?

Insert a segment group as the starting node for level &V1&. You can
then insert the segments of this level as subnodes of the segment
