What causes this issue?

In the options window for the "operations at a work center" graphic
(Gantt chart), you can specify the criteria and sequence according to
which the operations are to be sorted in the graphic (early start,
material number, order number, order type, order priority, late finish).
The sort sequence must be unique, that is, no two fields may have the
same sort position, and there may be no gap between the different
sort positions.
