    possible for the following reasons:
    As a rule, you cannot create sub-operations for operations in
    referenced task lists.
    There are no operations maintained in the task list which you
    referenced.

    How to fix this error?

    Create operations in the reference operation set or reference rate
    routing.
    Also, maintain sub-operations in the reference operation set
    or
    first, reference the operation set, then unlock the reference and
    create sub-operations for the operations.
