What causes this issue?

Normally the system locks the active versions to prevent
inconsistencies. In this case this is not possible, since one or more
active versions are being edited at the moment.

How to fix this error?

Due to the change in the characteric value assignment, the WBS
structure of your operative project can differ considerably from the
structure of the simulation versions.

inconsistencies may occur, which could lead to the changes been
overwritten when the simulation version is transfered to the operative
project.
