You call the bills of material transfer using external bills of
material data.
You cannot enter this data for a bills of material transfer.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

To validly transfer bills of material you must use a unique bill of
material item. For example, the key fields of the bills of material
items must correspond to the design of SAP bills of material items.
Check whether:
The keys composed of the fields STLTY, STLNR and STLKN are unique and
not initial
The key fields STLNR and STLKN are numerical
An item category is set and this category exists in the system
