What causes this issue?

You want to explode a material BOM and allocate BOM items to a network
activity in a project (sales order).
The plant for the BOM is assigned to controlling area &v1&, but the
project (sales order) is assigned to controlling area &v2&.
You can only make allocations within the same controlling area.

How to fix this error?

Select a BOM from a plant in the same controlling area as the activity.
