What causes this issue?

A change has been made to the assignment of the specified characteristic
to class using the change number that is to be changed. This change can
be shifted within the current validity period of the assigned
characteristic. The new date is outside this range.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

System Response

The system creates a message log which lists change objects that do not
allow the date to be shifted.
