What causes this issue?

Marking and releasing selected material cost estimates can be carried
out for cost estimates with and without quantity structure. Selecting
the cost estimate to be marked or released is carried out by the 'With
qauntity structure' switch in the costing screen of the material
master.
The number of cost estimates selected is an upper amount of the
marked/released cost estimates.
