What causes this issue?

The class with internal class number &V1& is blocked due to a
conversion. The conversion with conversion number &V2& has the status
&V3&.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

As long as released, running, or terminated conversions exist that are
performing activities on class &V1&, you cannot change the class.
Contact your system administration.
