    There <ZH>must</> be a direct participation (entitlement category 1) for
    each alternative partnership transferred to the commission case by an
    entitlement group with entitlement category 6.
    An alternative partnership specifies the participant with the contract
    &V1&. However, that contract is not contained in the alternative
    partnership.
