What causes this issue?

No <DS:DE.CACSOAWFMID>workflow template</> has been assigned in the
configuration to the <DS:TX.CACS_OAPD>definition for assignment process
</>, on which the specified process is based. If no workflow template
exists, <DS:TX.CACS_OAFOA>Framework for Object Assignment</> is not able
to provide workflow support.

System Response

The workflow cannot be started under these circumstances. Processing is
terminated.

How to fix this error?

Check the configuration of the definition for the assignment process in
the Implementation Guide (IMG) for Framework for Object Assignment.
Assign a workflow template definition to the assignment process, if
appropriate.
Note that the workflow still cannot be started for the process in
question after the configuration has been changed because the process
carries the specific workflow template that was set in the definition of
the assignment process at the point of its creation as an attribute.
