What causes this issue?

The Network already contain installation kits from another Major
Assembly. Exploding Major assemblies, other than what are linked with
network in table MPE_BOM_PS_REL will cause inconsistency in Project.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
