What causes this issue?

You want to delete &V1& from the list of allowed values. This could
lead to inconsistency of data due to values that have already been
assigned to the characteristic. This is why you cannot delete an
individual value here.

System Response

Re-enter the value &V1& in the list of allowed values, or delete all
allowed values. Alternatively, you can select the <LS>allowed values</>
indicator.

How to fix this error?

From the classification system menu, choose <LS>Environment ->
Reporting -> Characteristics list</> to display where the value is
used.
