sent as well.

How to fix this error?

Verify that the users are classified correctly.
To search for users with SSCR keys and change their classifications,
use the system measurement transaction USMM (choose <LS>User
Classification").
To enter measurement-relevant data when you create new users in the
user maintenance transaction (SU01), choose <LS>License Data</>.
