What causes this issue?

The standard function modules for the measurement of HR naster records
are not installed in the system. These function modules are:
CALCULATE_HR_PA_EE
CALCULATE_HR_PA_EE_EQU
CALCULATE_HR_PD_EE_EQU
This is only an error if a Release up to and including 4.6A is used and
the HR module is implemented in the system. As of Release 4.6B, a new
function module is used for the measurement of HR master records.
