What causes this issue?

You are not permitted to delete entries in the following situations:
You want to delete an entry for budget version 0.
You want to delete an entry for a budget version not equal to zero, for
which budget consistency tolerances are maintained.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If you want to deactivate the budget consistency for budget versions
not equal to zero, you must make sure that no budget tolerances are
maintained for these versions in the Customizing for european monetary
union: euro.
