    The plan profile assigned to the project only allows
    <GL:cost_planning>cost planning</> in <GL:work_breakdown_structure>
    WBS</> elements which are defined as planning elements.
    You can only carry out planning if you have defined planning elements
    or have maintained a plan profile that allows planning on all WBS
    elements.

    How to fix this error?

    You have two options:
    define planning elements for your project
    RESET N2
    In the "Project Management" menu, choose Master data -> Work breakdown
    structure -> Change.
    Enter a project definition and press Enter
    Choose Goto -> WBS elem.overview - Operative inds
    Define the planning elements you need
    Have your system administrator or some other person authorized to
    configure the Project System do this.
    Action by system administrator:
    In the project profile, authorize cost planning in all WBS elements
