What causes this issue?

You want business area balance sheets in company code &V1&. Therefore,
every asset has to be uniquely assigned to a business area.
However, in screen layout rule &v2& for asset class &v3&, you have
suppressed the business class. As a result, the business class cannot
be entered, and also cannot be copied from reference objects.

You cannot create any assets in asset class &v3&.

How to fix this error?

Correct the Customizing inconsistency by setting the business area to
'ready for input' in screen layout rule &v2&.
