What causes this issue?

The settlement rule already contains distribution rules that have
settlement type "full settlement" and a percentage rate.

System Response

You cannot create any assets using the selected function. If you
created these assets, distribution rules would automatically be
included in the existing settlement rule. However, these automatically
created distribution rules have settlement type "full settlement" and
an equivalence number. If these distribution rules were included, the
existing settlement rule would no longer be correct.

How to fix this error?

Do one of the following:
Create the desired assets from the Asset Accounting menu, and enter
them manually in the settlement rule.
Enter equivalence numbers, rather than percentage rates, in the
existing distribution rules that have settlement type "full
settlement."
