  • What causes this issue?

Execution of the conversion program requires data to be transferred to
    the so-called content framework.
Within the content framework, a status for each content restructuring ID
is saved which controls the execution sequence for the conversion
program and for the content activation.
The following basic processing steps are then executed:
To enable further processing, the conversion program requests an
instance using a so-called content restructuring ID (&V2&) within the
    framework.
The conversion program requests the status <LS>XPRA started</> in the
content framework for all clients. This status prevents the content from
    being activated.
The conversion program transfers the table keys of each converted
configuration table to the content framework.
After successfully converting an individual client in the applications
involved, the <LS>XPRA completed</> status is transferred to the content
framework for this client. This allows the start of content activation
    after completing the technical upgrade.
In this case, the conversion program could <ZH>not</> set the status
<LS>XPRA started</> for client &V1& with the content framework (for the
    content restructuring ID = &V2&).
This error is usually caused when a status exists within the content
framework under the content restructuring ID (&V2&) which prohibits the
    setting of status <LS>XPRA started</>.
The status can be displayed in transaction <AB>/SMB/XP_CR_ST</> in the
row of the content restructuring ID <AB>X_FINS_CONF_REDESIGN</>. Before
you execute the conversion program, the status must be one of the
    following:
    <LS>Initial</>
    <LS>XPRA started</>
After successfully completing the conversion program, the status must be
<LS>XPRA completed</>. This is the prerequisite for starting the
    activation of the content.
