What causes this issue?

SAP can release APIs (e.g. CDS View, Class, Interface...) and assign
them to a specific Release Contract:
C2 (Remote API Contract)
Strictly upward-compatible: semantical and technical compatibility must
be kept (e.g. no field length extensions are allowed). After release
incompatible changes are forbidden.
C1 (System Internal Contract)
Semantical and technical compatibility of essential properties (e.g.
field length extensions are allowed and must be tolerated by consumers).
Violations lead to warnings for all unreleased and errors for all
released referenced objects within the released API.
C0 (Key User Field Extensibility Contract)
Key user defined custom fields must not break (e.g. removal or changing
entries in the Extensibility Registry (transaction SCFD_REGISTRY) in an
incompatible manner). Extensibility contract is considered as soon as
the registration is transported with status "Released for Customer".

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

It is essential that released APIs are not dependent on objects that can
cause incompatible changes. Otherwise, the use of these APIs can break.
Therefore, checks are performed to detect dependencies that can cause
incompatible changes.

System Response

Each released API is checked for dependencies that can cause
incompatible changes. Those checks are dependency checks (e.g. detection
of elements that are not released) as well as domain specific checks
(e.g. checking annotations for CDS views) from different application
components.
Depending on the severity of the found issue an error, warning or info
is raised. Errors must be solved.
