What causes this issue?

No plan versions are defined in Customizing for use in planning of
investment programs for program type &V1&. Therefore, planning of
investment programs can only take place in plan version 0.
Copying of plan versions therefore does not make sense.

The function cannot be performed.

How to fix this error?

Decide if you also want to use plan versions other than plan version 0.
If you do, then you have to explicitly specify the plan versions that
you want to use for planning investment programs in Customizing for
program type &V1&.
