What causes this issue?

In the field selection for WBS elements, you specified that the
investment program, approval year and position ID fields are all
hidden. As a result, it is not possible to make any entries for these
fields here, which also means you cannot make assignments to investment
program positions from here.

System Response

The system does not let you assign the WBS element to an investment
program position from here.

How to fix this error?

Assign the WBS element from the program position itself, or change the
settings in the field selection of the WBS element.
