    You want to assign order &V3& to the appropriation request.
    However, the order is assigned to controlling area &V2&, while the
    appropriation request is assigned to controlling area &V1&.

    You can only assign measures to the appropriation request that have the
    same controlling area &V1&.

    How to fix this error?

    Assign a different order. Or check the controlling area assignment of
    order &V3& and of the appropriation request.
    Under certain conditions (if no plan values exist, if there is no
    assignment to an investment program, if there are no other measures
    assigned), then you can change the controlling area assignment of the
    appropriation request.
    Check if the controlling area can still be changed under the
    organizational assignments.
    Also check if you can use the function for creating an order.
