What causes this issue?

Only some or no serial numbers were specified for the communication
addresses or their comments, which were flagged for insertion.

System Response

As the serial number is used as the key, the system can only determine
the assignment of the new communication addresses to their comments
from their sequence, so for example the first telephone number comment
in German which is flagged for insertion, is assigned to the first
telephone number which is flagged for insertion. The third English fax
number comment which is flagged for insertion is assigned to the third
English fax number which is flagged for insertion.
Any partially but not completely specified serial numbers are ignored.

How to fix this error?

If you do not want the assignment to be determined by the sequence,
maintain the serial numbers in the communication addresses to be
inserted and their comments. Avoid conflicts with serial numbers
already used for existing communication addresses in the database.
