What causes this issue?

The data in the <ZH>Estim. in Bill.</> field of meter reading unit &v1&
does not match rate category &v2& of the installation. This may have
been caused by the following:
If the installation is not billed with dynamic period control, you may
not enter a meter reading unit that has meter reading dates to be
estimated in billing.
If the installation is billed with dynamic period control, the content
of field <ZH>Dyn.per.control</> of the rate category in table <ZH>Basic
categories for dynamic period control</> must be allocated to a
suitable basic category:
If it has been defined in the meter reading unit that billing is to
estimate the results for meter reading dates, you must enter a value in
the rate category in the <ZH>Dyn.per.control</> field. This value must
point towards basic category <ZH>estimation of meter reading results in
billing</>.
If on the other hand the value entered in the rate category points
towards basic category <ZH>determination of current periods via meter
reading results</>, the <ZH>Estim. in Bill.</> field may be left blank
for meter reading dates in the meter reading unit that is allocated to
the rate category in the installation.
