What causes this issue?

The mass activator carries out its work in several stages. It decides

all ABAP/4 Dictionary objects (apart from views, matchcodes, and lock
objects) are performed. Where external checks on objects were
unsuccessful, repeat checks are carried out in the second phase of
activation.
