What causes this issue?

You have tried to generate a schema or run payroll using a schema that
was not generated. The results are stored in the file PCL2 in clusters
PS and PT. However, you are not authorized to write to this cluster.

How to fix this error?

Have your system administrator give you a read and write authorization
for the object RPPCLX containing the fields RELID and AUTHC. The field
RELID must contain the values 'PS' and 'PT' and the field AUTHC the
values 'R' and 'U'.
