    changed, but the enhancement IDs are all not changeable.

    changeable
    Does the user have developer authorization for the enhancement ID
    package (authorization object 'S_DEVELOP', activity '02').
    The function module 'TR_OBJECT_CHECK' checks whether the enhancement ID
    can be processed from the transport system perspective.
