    The sequence of the nodes with enhancement IDs in a structure is to be
    changed. Various checks are made to ensure that the enhancement IDs are
    changeable:
    Does the user have development authorization for the enhancement ID
    package (authorization object 'S_DEVELOP', activity '02').
    The function module 'TR_OBJECT_CHECK' checks whether the enhancement ID
    can be edited from the transport system perspective.
