What causes this issue?

The sequence of the nodes with enhancement IDs in a structure is to be
changed. Various checks are made to ensure that the enhancement IDs are
changeable:
Does the user have development authorization for the enhancement ID
package (authorization object 'S_DEVELOP', activity '02').
The function module 'TR_OBJECT_CHECK' checks whether the enhancement ID
can be edited from the transport system perspective.

System Response

If any of these checks fail, this enhancement ID is not released for
changes.

How to fix this error?

Check whether you have the required authorizations for the
authorization object 'S_DEVELOP'. Contact your system administrator.
If the transport system check fails, the object 'R3TR' 'SHI5' <(>
<<)>ERWEITERUNGS-ID> is probably locked by another user. Contact this
user.
