What causes this issue?

When a batch is created, the system determines its initial status from
Customizing. In plant <LS>&V3&</>, the initial status of all batches is
defined as = 'unrestricted'.
For the material <LS>&V1&</> assigned to batch <LS>&V2&</>, you have
defined that an approved batch record must exist when batches of this
material are released. There is no such record for batch <LS>&V2&</>.
Therefore, this batch cannot be released; that is, the batch status
cannot be changed from 'restricted' to 'unrestricted'.
Since it was assigned with the initial status 'unrestricted', the batch
was unrestricted when it was created, even though an approved batch
record is required for this.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

To resolve this conflict, you can do the following:
in Customizing, you can change the initial status of the batches in
plant <LS>&V3&</> to 'restricted'.
if you have defined this message as a warning message in Customizing,
after confirming the message, the basic data of the batch is displayed
and you can manually set the status to 'restricted'.
If you have defined this message as an error message in Customizing,
the error is issued as a system message and the batch status is changed
in the background to 'restricted'.
