You can use a consolidation unit as goodwill-carrying unit only if the
following conditions are met:
The consolidation unit is not explicitly assigned to a hierarchy.
The consolidation unit is not used as default unit for a characteristic
with the basic field consolidation unit (such as default partner or
default investee unit).
There are currently no consolidation units that meet the above
conditions.

goodwill-carrying units.

Create a new consolidation unit outside the hierarchy.
Add this new consolidation unit to the goodwill-carrying units.
