    quotas. These quotas were determined from the

    the <DS:GLOS.352A8D36D3895CD5E10000009B38F974>value scales</> of the
    variant-creating characteristics of the generic material.
    The distribution was not possible for some plants. The system may not
    have been able to find any value or quota scales for the generic
    material.
