Was verursacht dieses Problem?

This only occurs if you try to include a validation plus the messages
used in it in a correction request. The message is already blocked by a
different request.
The message class is assigned to a local development class (e.g. $TMP)
Incorrect settings in the transport system

Wie behebe ich diesen Fehler?

Using the information system in the correction and transport system,
try to find the request that is blocking the message. Messages are
transported under the program ID 'LIMU', object type 'MESS' and object
name 'ccnnn' (cc = message class, nnn = message number). Release the
correction request you find or delete the corresponding message entry.
Assign a transportable development class to the message class.
Check that you are at all able to enter objects in your request. E.g.
in transaction SE09 with double-click on the task, and then choose
"Display<->Change" and "Insert line". Try to enter one of the following
entries (noting any error messages that appear):
- LIMU MSAD cc for the message class
- LIMU MESS ccnnn for the message
- R3TR TABU GB93 with key <client> <validation> for validations
- R3TR TABU GB92 with key <client> <substitution> for substitutions
- R3TR TABU GB90 with key <client> <rule> for rules
