policy does not exclude event monitor tables.

The DB2 fast writers (db2fw*) hold a permanent exclusive table lock on
the corresponding event monitor tables. If an offline REORG is triggered
by AUTO_REORG on these tables, the automatic maintenance (db2hmon)
cannot obtain the table lock and continues to wait. These lock waits
can result in "transaction log full" situations.
Another impact of this lock-wait situation can be that data
collectors for table-related metrics or data collectors based on event
monitors get the following SQL error:
SQL0911N The current transaction has been rolled back because of a
deadlock or timeout. Reason code "68". SQLSTATE=40001
