exists in the system.

For pension-related inquiries, it must be possible to assign the inquiry
to the relevant pension.
To ensure this, the system only allows you to create an inquiry if the
subtype and sequence number of the pension and inquiry are identical.
For this reason, create the pension first and then create the pension
inquiry with the same subtype and sequence number.
